First, I do support BLM as a proposition along with the idea of All Lives matter. Just wanted to make that clear.
They actually are included in all. They have the freedom of their own will to make choices just like everyone else, but yet there are black-only schools which is wrong, because we are supposed to be inclusive as a culture and not segregated. There is white supremacy, but there is also black supremacy with the New Black Panther Party, an organization that targets whites and Jews, so basically they aren't giving others Justice and Liberty for all then either. All sides I see some wrongs, especially in history, but I don't think people in general really care whether you're black, white, brown, yellow, light-skinned or dark-skinned, whatever it may be. As long as you are a respectful and responsible person, nothing bad will happen.
I'm not denying what you said, I'm just using information too add onto the picture.
Could you say the previous killings happened in a different town but the same county? That way its more plausible that Victoria would go jogging alone. Also, if you add that her cat came from a rescue centre that indicates that she's kind and so gives us a reason to root for her. It makes her a little more active.
I wrote a story on a similar theme and put it on this site. Its on page 9 now. Perhaps reading someone else's take on it would help.
Draco's feelings in this piece are very convincing. It fits well with the original stories. I recall that at the very end of 'Deathly Hallows' Harry glimpses Draco at the station, but while they're not friendly they don't show fear of each other. That being so the bit about him trying to reform fits too.
The twist is good and took me by surprise. Just one thing, a twist needs to be prepared for without giving too much away. If your narrator says, while making up, that she seldom gets a chance to relax or have fun it implies that she has a tough job. If as you imply she goes undercover in dangerous situations, it anticipates the twist but holds some information back. Keep it up.
